Some time ago (probably before translation support was added) when an eZ site was set up using the wizard, 2 siteaccesses were created; 1 public and 1 admin siteaccess. However, since the translation support was added, there's created 1 siteaccess pr language and 1 for the admin, but the generic public siteaccess is still created. Why is that? Website Interface and eZ Flow using their own installation functionality which creates language based siteaccesses. We could probably remove it after the installation, same referring to the design directory. As fare as I remember there is already issues about it.
